There was a move afoot to attempt to resurrect payday loans - see http://www.thepilot.com/news/2013/feb/27/bill-would-revive-payday-loans-for-nc.

However, it is still in committee and has not passed yet. Even if it did become law, it is unlikely that it would retroactively make the loan your daughter received legal.
