Breach of Contract

Technically somebody's word can be considered a contract. NAd you need proof of that to charge someone for fraud. So my question is, hypothetically, if a very high official promised they'd do something and you have video of them saying it and you have written and visual proof that they did the exact opposite of what they promised; could that be considered a breach of contract and could that type of situation hold water in a court of law?

If it is a contract, and if the official had authority to enter the contract, then it would be enforceable. Based on these facts, it is not clear whether there was "consideration"; i.e. whether you agreed to do anything for this person. If not, then there is not a binding contract. You may want to consult with an attorney in your area with more facts.
