Legal Question in Business Law in North Carolina

We own a local restaurant in a small town and the local health department had a recent outbreak of gastrointestine problems. Their were 70 cases of patients 40 of them ate at our restaurant. The CDC and the health department both checked what these patients ate out and everything was negative, they sent it out for more rare baterias to be tested and the results aren't back yet. before we even got the test results back though the local health department wants a list of all our customer's receipts/credit card transactions to call them and ask them if they got sick on our food. This would obviously be very bad for our buisness! Do we have any rights in this situation?

As a Franchise Attorney I can say the following. Usually health concerns outweigh any privacy issues. But the bottom line is if you don't do what your health department asks, they will take action to rescind your permit to operate - which is even worse for business as there will be no business. Consult with a good business or franchise attorney in your area for specific advice.
