when I submit a contract for approval to a customer is it illegal for them to change the contract

Nope, not illegal. However, what they are doing is making a counter offer. You can either accept their changes or reject them by returning it back to them with your initials and further edits. You can also walk away from the deal if the terms are unacceptable to you.
