Legal Question in Civil Rights Law in North Carolina
our daughter passed away and she has a daughter and the so called father had signed the birth certificate but a dna test was done he is 99.9 % not the father but we went to court and cant get custody beause as grandparents we don't have the rights even we are blood grandparents the other folks got the child and have no blood relations to the baby

A father who signs the birth certificate or was married when the baby is born is presumed to be the father. The fact that you said a paternity test was done and he was declared to not be the father is troubling.
You need an attorney. It sounds like you tried to do this without an attorney. Grandparents have limited rights, not no rights...you can fight this with the right representation.
