Involuntary means that your consent is not needed to treatment
outpatient means that the treatment is given on an outpatient as opposed to inpatient basis. You are free to go about your business except when you are receiving outpatient treatment.
Normally this kind of order is given to protect someone from themselves or to force them to clean up their act with respect to drugs and alcohol, although without more information, I can't say why this occurred or what you might do about it.
