If ANYONE points a camera at you, WITHOUT YOUR PERMISSION, can they be charged with assault, invasion of privacy, or anything else??

Generally, no.

If they are in your home without your permission, they would be guilty of trespassing. And if they are peeping through a window, they might be guilty of something else.

But assuming they have a right to be in your presence, and to look at you, then they can shoot away! Of course, whether they can use the picture without your permission is a different matter.
