Religious freedom

Can a municipality stop you from sending religious emails on the city computers in your assigned email account to other city employees that request a religous quote for the day, and for the ones that do not want it never even see it?

The old Latin maxim regarding the Germanic states after the Reformation, "cuius regio, eius religio" comes to mind (OK, working on my first cup of coffee here), but seriously: the computer system is the property of the employer, which can set terms of use for all employees. This would actually extend to prohibitions on accessing Web sites or Web mail, as well as sending religious messages to other employees. They can also do this as part of an employment manual as long as the policy uniformly prohibits all religious communications.

As much as I may agree with you about the misconstruction of the 1st Amendment prohibition on establishing a state religion (the whole point was to bar an entity like the Church of England that would enjoy state sponsorship), the policy that you describe is probably well-considered in light of the prevailing legal climate.
