Legal Question in Consumer Law in North Carolina

If I hand out Avon books to businesses during operation hours that do not have a no solicitation sign, am I still technically soliciting?

You are not technically soliciting....you are soliciting. Soliciting in itself is just approaching folks for offers to sell items. This in itself is not bad: it is when you do it where it is not allowed or welcomed. So you can solicit in stores as long as they allow it. Remember, not having a sign does not stop the business from having the right to tell you to stop.
