I responded to a free inspection/estimate offer from a roofing company to see if my roof had any hail and wind damage due to a storm. The roofing company stated I needed a roof replacement and the insurance company found a very small amount of wind damage only. Since the damage was very minimal and barely over my deductible, I decided to close the claim and not have any of the repairs done. Two months after informing the roofing company that I closed the claim and that I will not have any repairs done, the roofing company sends me a bill for their "services"--initial consultation, estimate preparation and meeting the adjuster to look at the damage to the roof.
My question is am I responsible for paying the roofing company for no actual work being done to my roof?

From your facts, most likely not. I don't know if you signed anything and if so, what it said. But I would send a strongly worded letter back indicating that you do not owe them anything and they should stop contacting you or you will take further action against them (reporting them to BBB, hiring attorney, etc.).
