Can i sue target because my credit card was breached it was used for a purchase in another state

Maybe. The first step is to file a dispute with the credit card and see if the charge will be removed. The Target breach was huge and affected a lot of people. They are taking steps to resolve the issue and the best method is to let them resolve it.
IF they fail to resolve it, then you can sue, but you would be limited to a refund of the charges on the card.
