I wrote a check to a hairdresser and did not like the work I stopped payment I live in North Carolina. I had another person do my hair the very next day The first hairdresser said she could sure me for stop payment is that true

Yes, this is absolutely true. You pay a service provider for their time. She spent the time on your hair and she is entitled to be paid. If you were dissatisfied, you had an obligation to return to her to give her the chance to make it right. If she didn't, you could then demand a refund. You don't have the right to take someone's time and not pay them because you decide you don't like it. If you simply went elsewhere and stopped payment, she can and should absolutely sue you.
