I had an account with my local cable company before I was married. Im now married and we have a joint account. Can they attach my written off balance to my new account?

It depends. The issue is not that you are married - your husband is not liable for your debts. The question is going to be in whose name is the new account? I have heard of cable and other similar companies refusing to provide new service if money is still owed.
If its in your husband's name, then you are good. If the unpaid account was more than 3 years ago, you are probably ok there as well.
If the cable company does not know about it then I would not say anything - it may be that they don't recognize the name if you now go by your married name. If they do try and collect, debts can always be settled depending on the circumstances. If they get really ugly. switch to satellite and keep things in your husband's name.
