If a creditor gets a judgment against you in a North Carolina court, nearly all of the time, the answer is no, they cannot garnish wages. If a credit card company gets a judgment for debt in another state that allows garnishment, it is often possible for them to garnish wages even after the judgment debtor moves to a non garnishment state like North Carolina.
But if you had lived in North Carolina all along, they can't garnish at all, can they?

If they sue you in a state that allows garnishment like Virginia, and get a judgment against there, they can garnish even if you lived in North Carolina all along under many circumstances. For example,if you have a judgment against you in Virginia and your employer has an office in Virginia, your employer may be served with an order for garnishment.
