my car was recently repossessed due to my finance company not knowing about my new insurance company. My insurance never lapsed or canceled. Now my finance company says that I am in charge of paying the 400 dollar repo fee. Can they do that?

You have to get your car out of hock NOW. If you can provide the car lender with proof of insurance, it may be possible to get them to eat the costs of the repo and to notify the repo company to get your car back. But you will need written proof - a form from your insurer.
However, if you have to, pay the money now and fight about it later with the lender. If the lender does not agree to refund the money, then I can try sending them a letter on your behalf for a fee.
