Can a claims representative call an employer of a client regarding a unlawful loan?

No, but what kind of "claims representative" is this? Legitimate companies know the law and for the most part will try to follow it.
If this is a payday lender, however, these people are little more than criminals. They routinely violate the law.
Contact the attorney general for North Carolina and file a complaint.
