Can a landlord and/or their collection agent submit a collection account to the credit reporting bureaus for alleged apartment damages without first obtaining a court judgment validating the ''debt''?

I don't know off the top of my head but I'm guessing not. How can they provide verification of the debt without a judgment.

There are ways of disputing it with the credit bureaus (and you can search online for step by step guidelines) but in this particular case, I might think about suing the creditor.
