Can a credit card company who has retained a law firm to collect a debt, garnish wages in North Carolina as a method to resolve the debt?

No. Wages in North Carolina are exempt from creditors for 60 days after they are earned. The only garnishment in NC is for child support or taxes, not credit card debt.
