You can pay t hem what they claim is owed, get your transcripts and fight about the money later. If you really need your transcripts, then they are a priority and I would not quibble over the money.

If you can wait, then you need to send a letter to the financial department or someone in authority over to the school. With the letter, you need to include copies of all payments. You will also need a statement from your bank manager, on bank letterhead, explaining what transpired. You need to tell them what happened and that the hold was released and the funds paid. Since all payments were made, then ask them to send your transcript. Indicate that if you do not hear back from them, the next step is legal action. Ask for a response in 30 days. Send the letter via UPS or certified mail so you can track it and know that they got it.

If that does not work, you will need to contact a lawyer. Schools do not want sued and they will often pay more attention to correspondence from a lawyer.
