a court judgement on a credit card debt has been ordered against me-i am retired, i live in north carolina, can they seize or use my bank account or garnish an amount out of my bank account?

Yes and no. If you get Social Security or pension income, it is exempt, but you cannot commingle it with non-exempt funds. Ordinarily, they can levy on your bank account, but not if it only contains exempt funds.
