does a debtor have an obligation to identify themself on the phone?

Obligation to whom? The creditor? No. Just because the phone rings there is no law that says that you have to answer it. Likewise, you do not have to identify yourself.
Do you have caller id? An answering machine or voicemail? Write down the number, date and time of call. if anything threatening is said, write that down to. Pretending to be law enforcement or an attorney or threatening to take you to jail is a violation of law. If its a debt collector, they will leave a message.
Debt collectors want money. If you do not have it, there is no point in talking to them as they will only try to frighten or upset you.
