electric shut off

My grandchildren are freezing as they shut off the electric there in n.cCan they do that with childen in the house?

I don't believe they can do that until April. I think you should call the Public Utility Commission offices to get some direction.

In NC they cannot due that if you are referring to a residential tenant.
