Is email considered a legal form of a written notice to terminate an agreement?

It depends. Read the contract and see if it specifies a form for notice of termination. If nit does, then follow that as email is not effective unless the contract says so. If this is some type of lease, I would put it in writing and send by email and by some method where you can prove delivery (UPS or certified mail).

If the contract does not say, I would still not rely just on email. Sometimes emails do not get delivered unless you have a mechanism for obtaining a delivery and read receipt.
