Legal Question in Credit and Debt Law in North Carolina

My husband and I were married in South Africa with an ANC contract. Will I be responsible for his debts in America. I did not sign any of the applications for the credit cards.

No. It does not matter where you were married, but I do not know if there is something in South African law that makes you responsible. In NC, you are only responsible for debts for which you signed (debts on which you were a co-applicant). The exception would be for necessaries, like a hospital bill. You are not liable for a credit card debt.
