The stuff at the top of the page is a continuation of question 8, the NC "wildcard." You can claim the wildcard if you claimed no more that $30,000 in equity under question 5 or you did not claim any land at all.

Under question 8, you can claim any property - land or otherwise up to $5000. I suggest claiming your bank account here. Some people have excess equity in land which they wish to claim or another car. If its land, then you fill out information pertaining to the land (address) and if its mortgaged or encumbered by a lien then it gets listed as well.
