I have a judgment against me that says "pay money over to the judgment creditor" but they attached a notice of right to have exemptions designated what does that mean pay money or give up property?

No no no. You have confused these things.

A money judgment is just a piece of paper which acknowledges that you owe somebody money. Execution is what allows the creditor to collect on the money judgment.

Before the creditor can collect, you first get to place certain property that you have as off limits. from execution. This is called exemptions. The exemptions mean that the property you designate as exempt cannot be taken by the sheriff. If you fail to fill out these papers and file them within 20 days, then your exemptions are waived, meaning you give them up. Since I do not know what assets you have, then I urge you to fill out the papers.
