Legal Question in Credit and Debt Law in North Carolina

I live in NC and just received 2 1099Cs from a debt collector in the name of my deceased wife. How am I liable if at all?

You need to consult a tax advisor for specific information. Your wife's estate would be responsible for the debt, not you personally, but only a qualified tax advisor should give youa dvice about a 1099C.
