I owe citifinancial money for a loan, can a lien be put on a car that was not used as collateral for a loan?

They cannot put a lien on the car but they can get a judgment on you and then attempt to sell your car depending on how much the car is worth and how much your exemptions are. If they sue you, it is important to respond and raise any defenses you may have. If you are able to negotiate with them, they would probably take a lower amount. If they obtain a judgment against you and try to execute, it is important that you fill out your exemptions. They will serve you if this happens and you will have 20 days to fill out the exemptions and get it back to the court.
