Legal Question in Credit and Debt Law in North Carolina

I paid a judgment at the courthouse in the amount of 2300 and right when I get home I had a letter in the mail from the collection agency saying they would settle for 1300. Can I get the 1000 back or did I screw myself?

You do not get money back. I don't know why you feel that you "screwed" yourself. There is a money judgment against you. Technically you owe the money. While you could have settled for less, you might have been obligated to pay taxes on the $1000. Next time, it would be better to realize that debts can be settled, even after judgment, and keep that in mind before you go and pay off a judgment in full.
