Legal Question in Credit and Debt Law in North Carolina
I have been paying on a "debt" for a housing bill from a large university for the past 8 years. The term that I'm paying for, I didn't attend the univserity. I have been told I signed a contract for it, yet they will not send me a copy of it, nor will they send me an itemized bill explaining what I am paying for. I can't access any information about this debt, and if I discontinue payment the university threatens sending it to collections. It does not show up on my credit report and never has, and recently they told me that they do not have to provide statements (bare as they are) or receipts of payment, but that I should just keep sending them money. My requests for more information are met with rude, unhelpful comments, or ignored. The university is in Florida. What, if anything, can be done about this?

Well, why would this show up on your credit if you are paying? Its not any kind of open account. Its not a loan. Stop paying and it will become a bad debt. and will then be reported.
Kind of dumb to be paying on a debt for which you claim you are not obligated. This is in Florida. You are in NC. What can they do to you? Its not a student loan, but some sort of contractual obligation according to you; So stop paying. Let the university sue you or turn over to collections. If they do, then dispute and ask for the verification.
Or else hire a lawyer in Florida (this is a Florida contract governed by Florida law in all probability so I would get a Florida attorney) to send them a letter and see if they will send an accounting and a copy of the contract.
But I would not just keep feeding the beast. How much have you been sending if you have been paying over 8 years already? Even car loans are not that long. Something is not right here.
