Legal Question in Credit and Debt Law in North Carolina
I received a mail today from court that said I have another court date because i have failed to pay my court cost. What is the penalty? and should I contact my lawyer and ask him to come to that court date?

This sounds like a criminal law question. If you have an attorney you should be discussing with him. Obviously, I don't know the facts, why you were required to pay and didn't. However, you should not go to court on your own. See if your lawyer can go with you.
