Legal Question in Credit and Debt Law in North Carolina
Requested tax info from my daycare. They responded that ..oh by the way you owe daycare to the sum of 1800.00 from 2010. Imagine my shock, my child left daycare in july 2011 and at no time did they mention any amount owed and during this entire time they had my phone number, former spouse number and my parents number. How and can they get away with this? Do I have to pay this, it was with out a doubt their mistake as part of this was to be paid by the military Naccrra program. At no time did they inform me there was any type of problem or denial from Naccrra.

This is like any other debt. I would dispute this and ask them as to how this was calculated and why it was never brought up before.
I don't know what the military NACCRRA program is, but I suggest that you also go to NACCCRRA and find out from their end whether this was paid.
If it is properly found to be your debt, then of course you have to pay. However, debts usually can be settled, if for no other reason than to make this go away.
