Who is responsible for contracts in NC? An employee signed a contract for services, without permission from the business.

If the employee seemed to have authority (had a "manager" title, for example) or portrayed themselves as having the authority, it may be difficult for the business to get out of the contract - especially if the services were actually provided. The business needs to reach out to the company and explain that the employee had no authority to sign the contract, and see if somethng can be worked out to cancel the contract. Make sure any agreement is put in writing.
