A 20 year old is dating a 17 yr old ( 2 years 9 months apart) and they have sent each other explicit pictures and videos over snapchat.. can legal action be taken against the 20 yr old

Maybe but if so, it would be for the pictures violating some law not her age - 16 is the age of consent in North Carolina. Of course 'legal' action is likely not the action you should really be concerned about.
