Legal Question in Criminal Law in North Carolina

Someone I know was arrested for a misdemeanor probation violation. Later that day, a bail bondsman bailed him out of jail; however, nothing was agreed upon (fee, conditions, etc.) and no contract was signed by either party involved. After the bail bondsman stated his terms over the phone and after he was bailed out, my friend said he couldn't pay that much money and asked for the bail bondsman to revoke his bond immediately and take him to jail. The bail bondsman refused. He has since gone down to both the courthouse and jail trying to turn himself in to start his 30 days for the probation violation. The Clerk of Court said they could not take him into custody due to the fact that there was no warrant, no revoked bond, and no failure to appear. He has again asked the bondsman to revoke his bond and the bondsman is refusing to do so. Who can he talk to within the court system to get the bond revoked and begin serving his time? The bail bondsman admittedly "broke all of the rules" by not having him sign something and now my friend is paying for the bondsman's mistake. Please help!
