Assault on a Female and the Lautenberg Act

In 1991, my boyfriend plead no contest to a charge of ''assault on a female'' and harassing telephone calls in North Carolina, he was 18 at the time of the incident. He received no fines other than court costs and no jail or prison time. He said that the result was a Prayer for judgment. He is currently looking to obtain a license as a private investigator. After reading about the Lautenberg Act, he is doubtful that he would be able to obtain such a license. He has been employed as a firefighter for twelve years and is looking to progress into fire investigations. The concern is that this charge will prevent him from doing so. Can anyone please advise me on how such a charge relates to the Lautenberg Act if at all? He has had no other convictions or arrests. Thank you.
