How can I block someone from having an arrest warrant issued for me if a citation has already been issued? You can't - at least not legally. I suppose you could inform local magistrates of the citation so that they would be less likely to issue a warrant.

The witnesses there all had to submit statements, yet those statements would be considered as hearsay and not admissible in court.
