Legal Question in Criminal Law in North Carolina

my brother

my brother lives outside the country, when he lived here (1977 - 1982) he got in trouble (misdeameanor) but he skipped court appearances and because of that, as he tried coming into the country (2002), he was returned back to our country of origin. Can he do something to clear that record? All this happened in (the incident) Jacksonville, NC.

I see no resort other than having the Jacksonville, NC clear the matter and have the charges (arrest/conviction) expunged if that is possible. Expungement is not available in all states as it is in NJ but may work if the old charges may be cleared. Sometimes by the mere passage of times, prosecution may be avoided for an "inconvenience fee" or solely because the evidence haws grown cold.

Your brother needs competent criminal counsel to explore both dismissal, as well as the expungement potential.

Some states have programs for avoidance of criminal prosecution for first time offenders with less serious charges.

It could be that such an option may be available despite the fact that he took off without dealing with them. I am not clear if these charges are still open.
