if a child was raped and suppressed the incident ...years later at the age of 18 it comes out after he ends up in the phsychiatric ward...is it too late to go after this person legally?

As a general matter, a child's statute of limitations does not begin to run (in North Carolina) until the child attains 18 years of age. Therefore, an 18 year old would generally not have lost his or her claim due to the statute of limitations.
