if I get a criminal record enspongement will this restore my natural born civil rights.

In most cases you don't lose any civil rights for misdemeanors, (perhaps some privileges) only for Felonies. In NC, in most cases, I do not believe that you can expunge a felony (there is one possible rare exception that I can think of).
