If evidence in a murder trial was given away by the police department before the trial and a guilty verdict was reached, is this grounds for a mistrial or an appeal?

Possibly...but it depends. IF you are saying the police had evidence that proved you were innocent, gave it away or destroyed it, and you can prove they did it, then you should have grounds for a dismissal.
If the evidence that was lost/destroyed was evidence against you...it just means that makes their case weaker.
