Possibly but generally the only reason a user would squeal on a dealer is if the cops are already leaning on the user to flip anyway. Unless we are talking about some punk suburban 'dealer', user will have far more serious things to worry about if they squeal on dealer than being incriminated - you know like users legs staying in good working order.
