Legal Question in Criminal Law in North Carolina
is there a legal term for someone who act as if they were the victim when they were really the trouble maker.

There are lots of non-legal terms for this - my personal favorite starts with a and ends with hole. As to legal terms, the only thing that comes to mind is people like that who are seeking relief from the Court but actually caused most of the problems are said to be coming to the table with 'unclean hands'. You can Google 'legal term of art unclean hands' for a more detailed description.
