If someone lies to get me to go to court for a restraining order case can I make them pay my legal fees when I'm proven innocent?

Most likely no. You would have to prove that they acted frivilously. Just because someone loses, it doesn't mean, they had no claim, it just means you did a better job of proving your case. Consult with an attorney to see if this is possible.
Its not that they lied, its that you have to prove it was a lie...which takes more than winning.
