If a Medical Doctor walks by a dying person and does nothing has he committed a crime?

Probably not. A doctor does not have a duty (criminal wise) to treat any sick or injured person he/she sees. Also, there is no information in your question as to what the doctor saw that would let him know that the person was dying.
