why do police tell people that underage drinking tickets don't create a record when its a misdemeanor

From a logical standpoint there are only two possibilities: 1) the officer is either simply mistaken or 2) the officer is lying. However, you are also mistaken as well, not all alcohol related tickets are misdemeanors - some are infractions that do not create a criminal record.
