sentenceing on class d felons

my fiancee was sentenced back in 1994 for Armed Robbery

and his charges were sentenced consecutive instead of

concerent. the other guys invovled were sentence concerent and there time is moer but they get ot before he does . is it illegal to sentence class d felons that way .
