Is a statement made while under the influence of drugs admissible and is a recording that is only partial because of technical difficulties admissible?

Whether a statement or other evidence is admissible depends upon many factors. Being under the influence of drugs does not make a person's statement inadmissible, but it might be inadmissible for other reasons. The same is true of a technically defective recording.
