do students of a college have the right to congrigate and speak in public forum

The answer is more complicated than yes or no. You have first amendment rights, but the school has a duty to protect the safety of students as long as making sure no assemblies affect the duty to provide an education. Also, private school vs. public school makes a big difference. Please re-post this with more fact about your situation.
