If someone takes out assault charges and the state takes over the case, can that person, in any way, get those charges dropped?

Well, the first response wasn't much in the way of an answer to your question, so here's some info a bit more relevant for you! The state doesn't really 'take over' the case because there is no other authority to prosecute. As to whether the person taking out the charges can have the charges dropped the answer is no - not no way, not no how. The district attorney is the only one who can make that decision. However, the person taking out the charges can certainly tell the DA that they have changed their minds and would like the charges dropped but ultimately the decision will be the DA's.
